We do a parent/adult survey at the end of each program year.
We also do "review games" with the children several times per year, which helps us assess the learning and retention.

Invite the shepherds and workshop leaders to respond to an "interview" several times per year, or after each unit if you can manage that.

I would also encourage you to invite church leaders to respond to a simple survey. I would want to know what awareness there is about your Sunday School model beyond the parents and children. I would also want to ask people who are new to the church if rotation was a factor when they chose your church to visit and join.

The next piece would be to talk with youth leaders/confirmation leaders and find out if they see benefits of rotation learning.
